Company overview

ARTC plays a critical role in the transport supply chain and in the overall economic development of Australia. With over 8500 km of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, ARTC is one of Australia's largest rail network owners. The purpose of ARTC is to provide efficient and seamless access to the rail network by:

  • Operating on sound commercial principles,
  • Growing the volume of freight on rail,
  • Improving rail infrastructure through better asset management and a program of commercial and grant funded investment, and
  • Promoting operational efficiency and uniformity on the rail network.

The Procurement and Contracts team has six key streams of Procurement Transformation, Supplier Relationships and Panel Management, Inventory, Fleet, Procurement Systems and Training and Procurement and Contracts.

Due to a significant increase in workload due to improved governance and probity in all of our procurement activities and significant capital investment in rail projects we are seeking suitably qualified people for the following role:

Supplier Relationship and Panel Manager Role

Role overview:

To provide guidance and support to the assigned Project ensuring governance and integrity of tenders and contracts within the position dimensions, the recommendation and negotiation of appropriate commercial terms to reduce risk and to coordinate contractual outcomes and seek better value for money solutions in accordance with ARTC policy and procedure.

Responsibilities:

Manage the Supplier Relationship and Panel team proactively engage with stakeholders to develop strategies for planned panel projects.

  • Develop, test and facilitate the tender evaluation plans ensuring value for money and robust and ethical process is agreed and plans are place prior to testing the market.
  • Facilitate when required the tender processes engaging with Probity Advisors and tender teams.
  • Develop and report on the Panel strategy ensuring projects are delivered on time and meet stakeholder expectations.
  • Review commercial terms for applicability to a new category management structure and engage stakeholders to investigate optimal commercial outcomes.
  • Lead the development of KPIs for contractor performance driven through stakeholder engagement and commercial acumen.
  • Work closely with the Procurement and Contracts team and ARTC Legal to continually review and develop panel contract templates.
  • Prepare tender documents that are commercially acceptable, that reduce risk and conform to ARTC policy and procedures recognising Commonwealth Funded Project requirements if applicable
  • Ensure high levels of probity and governance in all activities and report on non-compliance.
  • Work to agreed timetables and plans and report to the Procurement and Contracts leadership team and Transformation Steering Committee on a monthly basis.
  • Develop risk mitigation strategies with management where key materials or services are sourced from single or limited suppliers.
  • Work closely with the systems and training team developing systems and processes and training as required to successfully drive outstanding outcomes.
  • Effectively lead, promote and deliver the category strategy with agreed outcomes, high levels of stakeholder engagement and no adverse audit outcomes.

Essential Criteria:

  • Tertiary qualification in supply or contracts management or related discipline or significant proven relevant experience.
  • Demonstrated commercial contract experience with a preference towards construction, heavy industry and professional services in a medium to large construction environment.
  • Demonstrable experience delivering and managing Panel contracts from tender development, procurement plans, market analysis, complex tender reviews, ongoing supplier performance management and an excellent understanding of the probity and ethics of tendering.
  • Significant experience with purchasing, contracts and relevant systems in a large national company and an excellent knowledge of the relevant process flows.
  • Highly analytical, experience managing spend cubes and optimising Value

Desirable Criteria:

  • Knowledge of the rail industry.
  • Broad knowledge of Panel management from professional services, logistics, contraction through to systems and technology

They will be analytical with high attention to detail, and be capable of working to tight deadlines. The preferred candidates will be required to consent to a National Criminal History Check.
