New Zealand Government support programme
Located in Pohnpei, Federated States of Micronesia

The aim of this programme is to strengthen the National Oceanic Resource Management Authority (NORMA) capacity and assist to build systems and capacity to meet fisheries compliance requirements. The New Zealand Government has partnered with NORMA to support it in this endeavour through the New Zealand Aid Programme

The Key Functions for the Fisheries Compliance Adviser are to:

  • Conduct a review and gap analysis of NORMA's Monitoring, Control, Surveillance and Enforcement (MCS&E) resources and activities in relation to how it is performing against its international, regional, national and corporate responsibilities.
  • Develop a comprehensive Monitoring, Control, Surveillance and Enforcement Strategy for NORMA that includes a NPOA IUU and a detailed Implementation Plan based on current/future resources.
  • Replicate the 2017 Port State Measure Analysis completed for Pohnpei state in the three other states of FSM: Kosrae, Yap and Chuuk.
  • Mentor current Fisheries Compliance Division staff including the Assistant Director, Fisheries Compliance Division, NORMA addressing any skills/capacity development needs identified.

The qualifications and expertise required to be successful in this role will include (among other things):

  • Experience in working in the Pacific and with Pacific national agencies providing leadership on MCS & E related issues.
  • A minimum of 10 years' experience in the fisheries compliance sector with at least 5 years' experience in a senior management and/or advisory role, preferably including work in the Pacific region and sound understanding of Port State Measures.
  • Experience working with regional agencies, including the PNA Office, FFA, SPC and Western and Central Pacific Fisheries Commission (WCPFC) with a clear understanding of WCPFC Conservation and Management Measures.
  • Demonstrated experience in roles with a capacity building / mentoring focus.
  • Understanding of regional, sub regional and national fisheries compliance issues, fisheries law and regulatory processes that affect FSM's fishing sector.
  • Ability to mentor, motivate, develop effective teams and transfer skills to staff and stakeholders in the Pacific
  • Demonstrated ability to assimilate and analyse social, economic and scientific information in the formulation, evaluation and monitoring of policy initiatives and projects.

Working closely with the Executive Director of NORMA you will be required to build positive and productive relationships with local counterparts and stakeholders. You will have the ability to recognise the importance of stakeholder engagement; be self-managing and work independently; be highly organised and have self-motivated structured programme and reporting work habits and understand and respect the culture and diversity of the environment. This is an important technical advisory position with NORMA, the appointee will therefore be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity and political neutrality during the assignment.

This role will appeal if you are interested in being part of a programme that directly contributes to the enhancement of local communities in The Federated States of Micronesia. The assignment will be for a maximum of 130 working days based in FSM, from 15 January to 15 July 2019
