The New Zealand Government has partnered with the Government of Vanuatu, to recruit a senior level Organisational Design Specialist to work with the Employment Services Unit, Ministry of Internal Affairs.

The key objective of this role is to:

To Develop a clear sense of the strengths, area's for growth, organisational requirements and roles and responsibilities of the Vanuatu Employment Services Unit, to Provide a clear direction where New Zealand Government could provide support to in the future and Ensure that any proposed organisational structure and change management framework is contextually appropriate and has Employment Services Unit, Ministry of Internal Affairs and wider Government endorsement.

The key Functions are to:

  • Complete a Current State Assessment to provide a full picture of the strengths and gaps within the Employment Services Unit;
  • Prepare a draft comprehensive change management plan including a risk assessment, communication strategy and recommendations for potential changes to the Unit which build from the observations of the Current State Assessment.

This senior level opportunity will appeal if you have:

  • A post graduate qualification in Human Resources (or similar) from a recognised academic institution.
  • Senior Experience as a Manager/Organisational Design Specialist.
  • Significant public sector experience in organisational design/development and change management, including advising senior management on risks and implementation requirements for major change.
  • Build positive and trusting relationships with stakeholders and partners leading to genuine decision making, cooperation, and increased capability.
  • Fluent in English, both in written and oral contexts.
  • Political sensitivity and stakeholder engagement - ability to interact with public sector staff, consultants, farmers and the general public.
  • Previous work experience in, or strong affinity with, the Pacific is an advantage.
  • Local language (bislama) or French would be an advantage.
  • A flair for transfer of skills and knowledge to counterparts, including in cross-cultural contexts.

Working closely with the Acting Labour Commissioner and the Employment Services Unit Manager you will be required to build positive and productive relationships with key public sector staff. You will have the ability to be politically sensitive and recognise the importance of stakeholder engagement; be self-managing and work independently; be highly organised and have self-motivated structured programme and reporting work habits and understand and respect the culture and diversity of the environment.

This role will appeal if you are interested in being part of a programme that directly contributes to the enhancement of local communities in Vanuatu. This role is for a 6 month term and is located in Port Vila, Vanuatu.
